In consortium with the French firms Kalutere Polis and Ville en Oeuvre, Bureau Gladys undertook a mission to support the Urban Development Fund (UDF) in clarifying its role, objectives, and positioning within national development and urban renewal strategies. The consultancy focused on developing an operational strategy and business model for the Fund, supported by a comprehensive business plan. The scope included diagnosis and analysis of existing documents, identification of key issues such as strategic objectives and risk mapping, and formulation of recommendations and proposals for strategy development. The mission also involved designing context-specific activities, outlining conditions of intervention and funding, and exploring potential partnerships with both public and private sectors, as well as with international institutions such as AFD.
